一、項目定位 Orientation

優(yōu)秀青年科學(xué)基金項目（海外）旨在吸引和鼓勵在自然科學(xué)、工程技術(shù)等方面已取得較好成績的海外優(yōu)秀青年學(xué)者（含非華裔外籍人才）回國（來華）工作，自主選擇研究方向開展創(chuàng)新性研究，促進青年科學(xué)技術(shù)人才的快速成長，培養(yǎng)一批有望進入世界科技前沿的優(yōu)秀學(xué)術(shù)骨干，為科技強國建設(shè)貢獻力量。

The National Science Fund for Excellent Young Scholars (Overseas) aims to attract and encourage overseas young talent (including non-Chinese talent) who have notable accomplishments in the fields of natural science and engineering technology.

二、資助模式 Funding

1. 資助強度：100-300萬元。

Funding amount: 1-3 million RMB

2. 資助期限：3年。

Funding period: 3 years

三、申請人條件Applicant Qualifications

1. 優(yōu)秀青年科學(xué)基金項目（海外）的申請人應(yīng)當(dāng)具備以下條件 Basic requirements

（1）遵守中華人民共和國法律法規(guī)，具有良好的科學(xué)道德，自覺踐行新時代科學(xué)家精神；

Abide by the laws and regulations of the People's Republic of China, have good scientific ethics, and consciously practice the spirit of scientists in the new era;

（2）出生日期在1984年1月1日（含）以后；

Applicant’s birth date should be later than January 1, 1984;

（3）具有博士學(xué)位；

Hold a doctorate degree;

（4）研究方向主要為自然科學(xué)、工程技術(shù)等；

Applicant’s main research areas should be natural science, engineering technology, etc.

(5) 在取得博士學(xué)位后至2024年4月15日前，一般應(yīng)在海外高校、科研機構(gòu)、企業(yè)研發(fā)機構(gòu)獲得正式教學(xué)或者科研職位，且具有連續(xù)36個月以上工作經(jīng)歷；在海外取得博士學(xué)位且業(yè)績特別突出的，可適當(dāng)放寬工作年限要求；

In general, after obtaining their Ph.D. degree, applicants should have held formal teaching or research positions in overseas universities, scientific research institutions, or research & development institutions of enterprise, and have worked continuously for more than 36 months before April 15, 2024. For those who obtained a Ph.D. degree overseas and have shown outstanding performance, the requirements for length of working experience can be adjusted accordingly.

(6) 取得同行專家認可的科研或技術(shù)等成果，且具有成為該領(lǐng)域?qū)W術(shù)帶頭人或杰出人才的發(fā)展?jié)摿Γ?/p>

The applicant should have relevant achievements recognized by experts in the same field and have the potential to become an academic leader or outstanding talent in this field.

（7）申請人尚未全職回國（來華）工作，或者2023年1月1日以后回國（來華）工作。獲資助通知后須辭去海外工作或在海外無工作，全職回國（來華）工作不少于3年。

Applicants who have not returned/came to work in China as full-time faculty, or returned/came after January 1, 2023, are required to work in China as full-time faculty for at least 3 years after getting funding.

2. 限項要求 Application Limitation

執(zhí)行中央有關(guān)部門關(guān)于國家科技人才計劃統(tǒng)籌銜接的要求。同層次國家科技人才計劃支持期內(nèi)只能承擔(dān)一項，不能逆層次申請。

In accordance with relevant national policies, researchers who are currently receiving other national-level program funds are ineligible to apply for this program.
